SB 1387 Required Training Classes – Available as Independent Correspondent Courses
AFDA Online Statutory Training Program
The registration system for the AFDA Online Statutory Training Program is now open. Please note the following information regarding registering fire district board members and fire chiefs for the training program.
Each participant will require a separate registration with a unique email address.
- A registration confirmation email will be sent to each individual participant automatically upon completion of the registration.
- The registration confirmation email contains links to all the training materials (video presentations, associated PowerPoint documents, training assessment quiz). Instructions for completing the training and returning the training assessment quiz to AFDA is also included.
- Payment is by credit card only.The registration system for the AFDA Online Statutory Training Program can be accessed using the following link: https://na.eventscloud.com/785922
- Board members elected, re-elected, or appointed (due to running unopposed) in the November 2024 General Election are required to complete six hours of training as defined by A.R.S. §48-803.H. The mandated training must occur within twelve months of a Board Member’s election or appointment.
- Fire Chiefs are also required to complete the mandated training within one year of their appointment to the position.
Completion will be tracked by the AFDA Education committee and reported to the appropriate county agency as required by law.

Subsequent to the passage of SB 1387 the AFDA Board of Directors through the Education Committee have developed the following implementation guidelines in conjunction with the Arizona Attorney General Opinion (No.I14-003) for the training component of SB 1387. The following fire district officials will be required to complete six hours of training within the twelve months directly following the November general election.
- Board members elected or appointed (due to running unopposed) as a result of the November 2018 General Election and Fire Chiefs hired on or after November 5, 2014 are required to complete six hours of training as defined by SB1387 within twelve months of election, appointment or hire.
- Incumbent board members whose term of office expired in 2018 will be required to complete the six hours of required training within the twelve months directly following the November 2018 General Election.
At the bi-annual AFDA Conferences complete six-hour SB 1387 training classes will be offered covering the following subjects:
- Finance
- Governance
- Open Meeting Laws
- Ethics and Fiduciary Responsibility
Completion of this curriculum will fulfill the SB 1387 statutory training requirement.
NOTE: AFDA is required by law to report SB 1387 training compliance to each respective county Board of Supervisors. AFDA is not the enforcement agency and only submits names of individuals that have completed one of its training programs
- As an option to not attending on the conferences AFDA has developed a correspondence program that contains the information from the conference classes to meet the required curriculum
- The SB 1387 training courses will be offered at AFDA Conferences and periodically thereafter as necessary to ensure availability to fire district elected officials and fire chiefs.
Completion will be tracked by the AFDA Education committee and reported to the appropriate county agency as required by law.
